1. Is there a legal basis for quotas?

Yes, the Basic Law provides the foundation for quota demands: Article 3 calls for the actual equality of women and men and the elimination of existing disadvantages. In view of the proven imbalance in the film and television industry, a statutory quota is a consistent step toward fulfilling this constitutional mandate.

2. Is it possible that there are simply too few female film school graduates?

No, there aren’t too few female graduates. Although 40% of creative film school graduates are women, only 20% make it into the market, while men are disproportionately represented. The decline is particularly severe for women in key creative positions: In directing, the percentage drops from 44% (alumni) to 23% (professionals), in cinematography from 22% to 10%, and in editing from 80% to 33%. Female potential is being lost, not because it is lacking, but because it is not being recognized.

3. Shouldn’t it be decided based on quality?

The studies by the FFA, ARD & ZDF “Gender & Film” prove that decisions are not made based on quality. It has been repeatedly confirmed: most people have a bias, and juries often choose topics they are familiar with.

Additionally, we assume that talent is equally distributed between genders. Films directed by women even regularly win more awards with smaller budgets. When it comes to quality, gender doesn’t matter!

4. Do quotas restrict artistic freedom?

No, quotas bring artistic freedom to 50% of filmmakers who have previously had limited opportunities to work. This particularly affects multiply marginalized individuals who are discriminated against due to their skin color, religion, disability, body type, origin, age, etc.

Public broadcasters are under heavy criticism and should question their own standards of quality. It is a system that is hesitant and failing to meet its mandate.

5. Why is the quota important for everyone in the film industry?

A system that does not allow diversity is weakening. And this, as we are all aware, is unfortunately the case in the German film industry. The quota finally promotes creativity and ensures a variety of voices. The quota prevents societal stagnation and creates quality. The quota strengthens competition and, by the way, gender equality is not just a women’s issue, it concerns both genders.

How can I join existing working groups (AGs)

Get involved in various working groups (AGs) that focus on topics such as diversity, inclusion, family-friendly filming, diversity quotas, etc. You can find the individual WGs here. Each one has its own email address that you can contact.

How can I create my own working group?

If a topic is not yet covered, you can initiate a new working group and drive your own projects forward. Simply write to our assistant at post@proquote-film.de, and a meeting will be arranged with at least one board member. If everything aligns, we will provide you with the infrastructure and network for your working group.

How can I organize an event?

Simply contact us at post@proquote-film.de. You will be assigned a contact person on the board and, if you wish, you can organize your event independently. Additionally, we can connect you with helping hands.

What kind of events could I organize?

So far, members have organized: casual meetups, New Feminist Generation brunch, legal advice workshop, camera panel, etc. You can do whatever you feel passionate about!

Can I also do something on social media?

Do you have an idea for a social media video series? Get in touch with our press office, tell us about your proposal, and help make ProQuote more visible on social media.

Can I help out a bit without a big commitment?

Of course. For events and the like, we’re always in need of helping hands. This way, you don’t have to commit long-term. Be part of the team that plans and executes workshops, panel discussions, conferences, and events at film festivals.

I am interested in research and studies.

Research existing studies on topics such as statistics, working conditions, and the representation of FLINTAQ in the film industry. Analyze relevant data to provide informed insights for our work and the further development of gender equality initiatives. You can also find great topics for your bachelor’s/master’s thesis here.

I would like to be the contact person for a network.

Support us in establishing significant partnerships and collaborations with other organizations (e.g., Queer Media Society, Black Filmmakers) and filmmakers by acting as the contact person on behalf of ProQuote Film.
