We are many. We are strong.
With 400 members, we are the largest feminist political association in the industry.
Origin

ProQuote Film is a film-political association that advocates for gender equality, diversity, and inclusion in the film and television industry. The association was founded in 2014 as a result of the ProQuote Directing movement, when only 18% of female directors were working… Fortunately, this has changed!
For all trades

Today, over 400 film professionals from all departments – in front of and behind the camera – are represented with us! We want more visibility and participation of FLINTAQ* in all areas of film production! From screenwriting and directing to animation and post-production – we are equally represented in all these fields.
How?

We actively engage in dialogue on your behalf: with politicians, industry decision-makers, and experts. We provide them with concrete proposals such as anti-bias measures or monitoring tools. For our members, we also offer practical workshops, events, and panels aimed at sustainably changing the culture of the film industry.
Active for PQF

ProQuote Film e.V. is represented by our five-member board. In addition, we have an advisory board, topic-specific working groups, and members who regularly support us as helping hands. We speak on your behalf wherever it matters – from the Bundestag to industry events.
What We Demand
Eight fundamental political demands form the basis of our work and are the key to a sustainable, just, and innovative film industry. They serve as concrete guidelines for an industry that should free itself from outdated, discriminatory structures and embrace true diversity and equality.
Gender and Diversity Quota
Despite the increasing discussions about gender equality and diversity in recent years, women and diverse individuals are still underrepresented in nearly every area of film production—both in front of and behind the camera. Despite the increasing discussions about gender equality and diversity in recent years, women and diverse individuals are still underrepresented in nearly every area of film production—both in front of and behind the camera.
To actively address these existing inequalities, ProQuote Film calls for a binding quota that ensures the allocation of public contracts and funding is gender-equal at 50% and diverse at 30%.
A quota is an effective tool to correct historical disadvantages and reduce systematic discrimination against FLINTAQ* individuals. The initiative emphasizes that diversity is not only a societal necessity but also a creative enrichment for film culture.
Overcoming the Gender Pay Gap
The study “Women in Culture and Media” has shown that the gender pay gap in the cultural sector is 24%, with the gap being even wider in directing and dramaturgy, reaching 36%. It is urgent to close this wage gap for female and multiply marginalized filmmakers. ProQuote Film advocates for fair pay and the elimination […]

ProQuote Film advocates for fair pay and the elimination of the gender pay gap in the film industry in order to promote economic equality between FLINTAQ* and men. Through awareness-raising efforts and targeted demands, the initiative contributes to the establishment of fair compensation structures and the creation of a future-proof, equitable film culture.
Fair conditions in front of and behind the camera
ProQuote Film advocates for fair conditions both in front of and behind the camera to promote balanced representation and fair working conditions within the film industry. Through monitoring, awareness-raising efforts, and dialogues with industry stakeholders, the initiative aims to establish equal representation and an inclusive, just film culture that offers equal opportunities for all involved.

Making Film Heritage Gender-Equitable
The history of cinema has typically been narrated by the male pioneers and icons of the industry. Therefore, at ProQuote Film, we have launched a new film series that honors and highlights the significant contributions of female filmmakers* in (German-speaking) film history. With a focus on accessibility and inclusion, the series offers a journey through 100 years of film history and showcases how women have shaped and influenced the film industry. The visibility of historically valuable films made by women* enables us to recognize and celebrate the full potential of their stories and creative achievements.
We also call for the inclusion of contributions by female filmmakers* in the curriculum in Germany.
Gender and Diversity Monitoring
There are currently few or insufficient data to capture gender ratios and diversity in the film industry. This also makes it difficult to develop funding measures aimed at promoting equal opportunities and inclusion. Without solid numbers and data-driven approaches, implementing change processes is challenging. Therefore, ProQuote Film advocates for the introduction of an annual gender […]

Therefore, ProQuote Film advocates for the introduction of an annual gender and diversity monitoring system: As part of OMNI Inclusion, the initiative supports a GDPR-compliant online survey that provides anonymized data to promote transparency and diversity, paving the way for a more inclusive industry.
Gender Equality as a Cross-Cutting Issue
ProQuote Film understands gender equality as a cross-cutting issue that must be anchored in all areas of the film and media industry. The initiative works through projects, monitoring, and public relations to establish gender justice and diversity as fundamental principles for a fair and future-oriented film culture.

PQF Milestones
Since its founding in 2014, ProQuote has achieved a lot. At that time, the share of female directors for public broadcasters was 12%. A outcry was urgently needed – and then the real progress began
Our Partners and Allies
As PQF, we are particularly strong because we work with many partners and allies. We firmly believe that change is possible when we work together and engage in dialogue.
